Bodø – new perspectives on art and urban development
Bodø has 2 ongoing projects focusing on art in urban planning that are both relevant for this session.
Molobyen KUNSTPAUSE
Temporary activities in future city district, is a project initiated by Molobyen development/real estate, involving artists to create public spaces and meeting arenas for sharing and social activities in the future city district, Molobyen. The project is scaled to build almost 600 apartments/households the coming 5-10-15 years.. Four KUNSTPAUSER/ART SITES have been developed so far, including 1) concrete installation, based on concrete from the royal airforce, 2) 2 saunas, greenhouse and hang out area, 3) wall art with a local motive, and 4) art gallery. An open call directed to the fifth place, is out for the time being. For both property owners and municipality, the process has so far provided vast experience in developing and implementing city plans for temporary and semi-permanent use, actors and activities. Key questions we would like to address in this session includes:
- How can regulations and formal planning related to temporary use, best be designed to frame/facilitate diverse activities in an efficient way? How can possible hinders in the implementing phase within the different deparments in the municipality, be minimized?
- What is the shared responsibilities/risks between private developers and municipal planning?
- Is there a default in expectations towards real estate and societal development and social responsibility?
- Is there a future way for KORO in project funding for projects that are initiated also by the private sector (not only by the public sector and the art sector)? If so how should that be designed for the best result?
In addition, the municipal administration runs a second KORO project, FLyfugl
Flyfugl – art in placemaking in The New City New Airport project in Bodø takes place in the context of one of the largest and most long-term urban planning processes in Norway in 2023. After the Norwegian parliament in 2012 decided to move the Royal Air Force out of the city, the municipality, in close collaboration with key institutions at the local and regional level, have prepared what will be a fundamental transformation of the Bodø peninsula. Next year, the building of a new civil airport, situated 900 m southwest of the current one, will commence. Then, in 2030, after closing down the current airport, 2900 haa will be left open for urban development over the next 50-100 years. A property company owned by the municipality and county governor, has been established to prepare future properties for sale.
The municipality seeks to involve artists for many reasons in ongoing planning processes. Artists may provide critical creative competence for the designing physical infrastructure (housing, mobility structures, water/green areas), in ways the allows for multiple functions, cultural diversity/integration, health, welfare, as well as zero emission and circular neighbourhoods. Furthermore, artists can find ways to reach out to other societal groups than those usually participating in formal planning procedures. Municipal planning officials may also need new perspectives, to grasp the size and longitude of 2900haa and 50 years. Finally, artists and temporary use of the area can kick-start complex processes connected to placemaking, identity, attractiveness, which are all of vital importance for future collaborating and financing partners.
In this project, the municipality of Bodø, brings forward the experiences and learning from the Molobyen project, to the early phase thinking about preliminarily in planning and how artists can be involved in this. Key questions are:
- How can artists and plans for temporary projects attract vital competence and investors?
- How can artists and temporary planning processes strengthen strategies of the Property company?
Mulighetens kunst- kunst og kultur som kraft i stedsutviklingen på Fornebu

Fornebu er i stor utvikling og innbyggertallet skal vokse til hele 25 000 innbyggere. Det er flere pågående arealplanprosesser på Fornebu, alt fra utvikling av sentrumsområdene i overordnet felles plan, til detaljreguleringer for fremtidige boligområder og offentlige funksjoner. Tårnkvartalet skal med bl.a. ny 10-parallell ungdomsskole, nytt folkebibliotek og et godt ungdomstilbud utvikles til en samlende og inspirerende møteplass for hele Fornebus befolkning. Kommunen har som mål å legge til rette for et bredt og mangfoldig kunst- og kulturliv på Flytårnområdet.

The art of possibility - art and culture as a force in place development at Fornebu

Fornebu is undergoing major development, and the population is set to grow to over 25,000 inhabitants. There are several ongoing planning processes at Fornebu, ranging from development of the central areas in an overall joint plan, to detailed regulations for future residential areas and public functions. The old plane tower quarter (Tårnkvartalet) will, among other things, consist of a new 10-parallel secondary school, new public library and youth club are being developed into a unifying and inspiring meeting place for the entire population of Fornebu. The municipality aims to facilitate a broad and diverse artistic and cultural life in the area.
Art contributes to the exchange of ideas and dialogue and expands the freedom of expression. So how can art and culture be a significant part of the development at Fornebu? How can all the different developers, residents, the municipality and the private cooperations come together for a common goal for the area?
These and more questions will be up for discussion by the participants.
«Mearrariika» - kunstneren som eiendomsutvikler
Sesjonen tar for seg et storskala kunstnerinitiert utviklingsprosjekt for den nye (fiktive) samisk bydelen Mearrariika i Tromsø. Vi ser på hvordan kunstnere kan bidra med kritiske perspektiver innenfor rammene av en planprosess, samt ulike roller de kan innta. Mearrariika presenteres av forfatter og kunstner Sigbjørn Skåden, her som representant for IndigeCorp*. Tromsø kommune og Jan Liesegang; raumlaborberlin vil innlede og åpne samtalen. Sesjonen vil foregå på engelsk.

«Mearrariika» - the artist as developer The session deals with a large-scale artist-initiatied development project for the new (fictitious) Sami development Mearrariika in Tromsø. We will look at how artists can contribute with critical perspectives within the framework of a planning process, as well as various roles for artists to play. Mearrariika will be presented by writer and artist Sigbjørn Skåden, here as a representative of IndigeCorp*. Tromsø municipality and Jan Liesegang; raumlaborberlin will open the discussion. The session will be in English.
